For the Cluj post WW1 locals, notice they have TWO hand-overprints: one is a control stamp, which is round stamp or a straight line. This is easy to miss. The second is the "Lei" one. So, when used on documents, they actually see 3 stamps (including the usual the rubber stamp that ties it to the document).
