In 1865 the engraver J. Dulos presented a project for a new stamp to the romanian governement. It is not established if this was a private initiative or if it was ordered by the governement. The project was abandoned because of Prince Cuza´s abdication.

A new engraving was made later, very badly executed
and differing in all details from the first essay. This engraving is easily recognized by
the white spot, breaking the circle to the left of the Prince. These are proven forgeries.

It is evident that they were made by the same atelier that printed the essays 3B
and 3C as the overprint PROBE, encountered on some of these are made by the same cliché.
